But the Great Depression abruptly ended Montebello's economic growth and the San Francisco Bay Area's.

The city's new board immediately banned sewage systems within the city limits and renamed the new Monterey Park. The controversial move prompted many Asian residents and businesses to focus on setting up their own businesses in the neighboring city of Alhambra. Garvey began to develop the land by bringing in spring water from the Hondo River and building a sewage treatment plant, golf course and water treatment plant to form Garvey Lake, which was located about half a mile from where Garvey's Ranch Park is now.

On the south side, developers built high-density townhouses that fell within the $400,000 range and attracted young families. The high cost of living and lack of affordable housing in Monterey Park contributed to secondary migration away from Monterey Park.
